I'm pretty sure this was drawn by Hubert Mathieu (1897-1954), a South Dakotan artist who studied with Harvey Dunn and worked in New York illustration and advertising beginning during the 1920s and 1930s. I found an interesting detailed biography of him on the South Dakota State Historical Society Press website. With any luck this should get you there:
