I think you deserve a gold medal for this astonishing piece of information. Might we know more? where does it come from (the Disney archives in Burbank?) and when were those credits written? Also, what about the other credits YD 39-09-11 (confirmed by Barks to Don Markstein) and YD 40-07-30 (with similarities to a later US gag)?

On further thought, this doesn't seem to match the data we have. According to Becattini, Barks submitted 12 strips in 1939 and 2 in 1940. How do we know these are really Barks'?
Of course we don't know 100% that they really are written by Barks. But since they are vintage stats with Barks name written on them it should indicate that they are the 12 strips submitted by him. Maybe the year 1938 somehow was misremembered as 1939 at one point? I'd say that these strips most likely are the ones he wrote. But that doesn't mean he didn't wrote more...
